Only if that's their instructions. If the IESG says "go ahead and 
give a handful to things without specification", they will; if the 
IESG says "have a public specification for everything so that IANA 
values lead to interoperability", they won't.

In some cases yes, in some cases no. The difference is not harder vs. 
easier, it is "make the IESG think about every one" vs. "allow the 
IESG to delegate to a human". One has to assume the IESG will 
delegate wisely.

Again, it's reasonable to ask the IESG (via our ADs) if they have a preference.
