=> in a private discussion a fine proposal was defined: talk about
extension headers using the generic extension header format.
(ESP, AH and IPCOMP don't use the generic format, AH because the
length field is in another unit).

   In that case, OPAQUE 
   will be applicable only to non-initial fragments.
   
=> in theory the upper layer header can be in a non-initial fragment
when a (large) destination option header is used, so in IPv6 OPAQUE
can be applicable to all fragments.

PS: BTW there is no OPAQUE encoding in the current IKEv2 draft...
