[Ipsec] Moving the IPSEC mailing list

As some of you have no doubt noticed, you recently received a mail
message announcing that you have been subscribed to the mailing list
"ipsec@ietf.org".  

This move of the list from ipsec@lists.tislabs.com was caused by
increasing problems with the list that had caused various complaints
from working group members.  Unfortunately, the personnel at
lists.tislabs.com were getting overwhelmed by spam attacks, so the
service had declined to unacceptable levels.  

Some of these problems included tislabs.com ending up on the ORBS lists
temporarily, and various messages (coming from people posting from
non-standard addresses) getting mistaken as SPAM and getting lost.  So
we have arranged to moved the ipsec mailing list to the ipsec@ietf.org.

Please use ipsec@ietf.org for all future ipsec mailing list traffic.
ipsec@lists.tislabs.com will forward to ipsec@ietf.org for a short
while, to aid in the transition.
