I have been trying to resolve the problem for some time now, but
without success. There has been going on some discussion between the
IESG and authors (or actually me, even though I am not author of that
draft). Some of the discuss items have been cleared out, but there are
still some remaining. We are trying to solve them as soon as possible.

I think the problem mostly has been that I know that some kind of
change is required to the draft, but I am not sure what change would
be ok, and enough to get it forward, so thats why we are still
discussing.
