Dear colleagues,


We are currently preparing a paper on social and biological effects of a
series of dams on a Southeast Asian river. It documents large-scale
environmental changes that materialised only when the last dams were
added to the river, but which were caused by interacting influences from
all the dams. Prior to publication we would like to discuss cumulative
effects of dams with list members who might have experience with the
topic. 


Cumulative effects outlined in our paper include examples from the
categories: 


-- Effects on fisheries of multiple migration barriers 

-- Effects on fisheries (incl. estuarine and near-shore marine) of
altered hydrology

-- Effects on riverine villages throughout the basin and estuary


Cumulative effects of dams may already have received much attention in
the scientific community, but our hunt for literature has been most
unsuccessful. We suspect this may be due to lack of terminological
precision on our side during literature searches, or that studies
addressing these issues mostly belong to the 'grey literature'
(consultancy reports, etc, which are not database indexed). Anyhow, it is
thus our impression that cumulative effects of dams on tropical rivers
are commonly overlooked or underestimated. 


But even if cumlative effects were to be anticipated or observed;  


1) how does one specify compensation and mitigation duties to project
owners if dams are constructed with years between them and their relative
contribution to the cumulative effects is unclear?


2) how does one identify the population liable for economic compensation
when cumulative effects of dams can can materialise at any point in the
river basin, in the estuary and near-shore marine fisheries, sometimes
with delays of many years?


3) how does major dam financing institutions (such as the World Bank)
incorporate assessment of cumulative effects of dams during the planning
stages of mega-projects on tropical rivers?


We hope colleagues on the Fish-ecology list might have experience with,
or might be aware of research or legislative practise pertaining to,
cumulative effects of dams. In particular, we are interested in checking
our current impression that virtually nothing has been published in
internationally refereed journals about cumulative effects of tropical
dams. All information, viewpoints, references, and suggestions for
specialists who might be interested in reviewing our manuscripts, are
most welcome.
