The following story notes that the LHWP water deliveries have been delayed,
in part due to the design of the dam. A colleague in South Africa writes,
"So the SA government in  is now releasing water back to the Orange River
through the Little Caledon siphon.  Billions of US dollars to build a dam
which is presently refeeding the Orange, the river it robbed in the first
place.   Really neat engineering 'solution' - hey?
