Revoke GMP's Permit to Sell HQ
CANCEL THE HYDRO-QUEBEC CONTRACT
NO NEW TRANSMISSION DEALS FOR HQ

In September 1997, Green Mountain Power requested a 16.7% rate increase
from the Public Service Board. 70% of this increase is attributable to the
Hydro-Quebec contract. Green Mountain's decision  to 'lock-in' to the
contract is under investigation for 'imprudence.' If GMP is found to have
been imprudent in their decision, the costs of the contract (some or all)
cannot be passed to the rate-payers.

The Dept. of Public Service and IBM have come out in opposition to the
costs of the contract (a reversal of opinion for both), but neither are
bringing up the political decisions, the huge public opposition in 1990 and
1991,the environmental and social costs, or recommending the contract be
cancelled or the 248 permit revoked.

The public's voice must be heard!! THE PUBLIC SERVICE BOARD MUST BE
REMINDED OF ALL THE OPPOSITION  TO THE HYDRO-QUEBEC CONTRACT IN THE 80'S
and EARLY 90's.  YOUR TESTIMONY IS IMPORTANT. COME TO THE HEARING WITH YOUR
WRITTEN, VISUAL, AND ORAL TESTIMONY OF WHAT YOU KNOW AND DID DURING THE
CAMPAIGN AGAINST THE SIGNING OF THE HQ CONTRACT.

We believe that GMP was imprudent in their decision. We are calling for:
1. The PSB, the DPS and the utilities work towards cancellation of the HQ
contract.
2. GMP not be allowed to bargain away new transmission rights to HQ as part
of their re-negotiations of the contract. The PSBs approval of the contract
was contingent on it not leading to new construction by  HQ.
3. GMP's 248 permit (license to sell power) be revoked.
