Routledge (London) has published a book edited by Ann Danaiya Usher 
called Dams as Aid: A Critique of Nordic Development Thinking (1997) 
with very detailed analysis of the Pangue case.  I co-authored a chapter 
myself but do not yet have a copy in hand but I'm sure you can order it.

Secondly, the Berkeley-based International Rivers Network (irn@irn.org 
and http://www.irn.org) has a great deal of information available.
