I'm a consultant economist specialising in the economics of sustainable =
devolopment and have been retained by a peak conservation body here in =
Australia to examine the creation of water markets raised subsequent to =
the allocation of property rights consistent with recent World Bank =
guidelines (being based on a model propogated by W.B. and Beijer =
Institute). I have significant experience with these types of markets =
(eg. I.T.Q's. in fisheries) but have no specific prior exposure to =
water. The two tier trading system is elegant but, when applied to =
fisheries here recently was usurped through political means during it's =
evolutionary transition from model to law. Any literature you can send =
me regarding water markets (preferably based on compensatable property =
rights) from a conservation perspective would be grately appreciated. =

Regardless, I would be pleased to hear your comments.

Kind Regards
John Marlow
