 --  PEHUENCHE PLAN PROTEST.  Pehuenche leaders and the
>land council Consejo de Todas las Tierras announced Monday they
>are planning a massive demonstration for October 12, Dia de la Raza,
>to reject the construction of Endesa's controversial US$500 million
>Ralco dam.  Land council leader Aucan Huilcaman said if Ralco is
>approved, Frei's government will "infringe upon the indigenous law
>and violate human rights."  He also said it will mean the genocide of
>Chile's indigenous populations.
>        He sent a letter to Frei recommending that the president not
>designate anyone to be head of the National Indigenous Development
>Board (Conadi), because this person's function "constitutes a grave
>danger for the interests and rights of the indigenous community."
