<paraindent><param>left</param>The Se-San 3 Hydropower Project will
involve the construction of a 260MW hydropower facility in Central Viet
Nam. The primary objective of the project preparatory technical
assistance will be to examine alternative financing sources and propose
financing options together with corresponding institutional arrangements.
In addition, the PPTA will (i) review the technical feasibility study to
ensure compliance with recommended international practices for
construction of a dam of less than 100 meters height; (ii) complete
technical, environmental, social, financial and economic assessment of
Project including area development components; and (iii) assess
environmental and social risks and develop mitigating measures. 


</paraindent><bold>Procurement</bold> 

<paraindent><param>left</param>The PPTA will require approximately 15
person months to complete. The consulting team should include: team
leader (specialist in project financing/structuring); environmental
specialist (with experience in the design and construction of hydropower
projects); social sector specialists (with experience in resettlement and
ethnic minority issues); financial analyst, economic analyst, engineer
(with experience in the design and construction of multipurpose dams).
Depending upon the results of PPTA fact-finding, a legal expert may also
be included in the team.
