dam-l Uganda urges Kenya to support damming plans/LS



This is a rather remarkable story. Uganda is planning a series of dams,
which will produce more power than needed for the nation. So the gov't is
urging neighbors to "buy in" to the proposed schemes to help get financing
for these white elephants.
