1. RRN Russian Rivers Network founded (Volga Days 99)'
During the 10 th VolgaDays, (21st - 23rd of October in Nijny Novgorod, ex=

in presence of more than 250 representatives from 35 regions of Russia,=
Kazakh Republic,=20
ERN (European Rivers Network, France), Milieukontakt (Netherlands) and H.=
Boell Stiftung (Germany) =20
the Russian Rivers Network (RRN) was founded.=20
ERN will support its Russian counterpart, especially in the communication=
field.=20
In accordance with ERN the new network is structured using the basin areas=
of the main rivers as basic unites.=20
In this first step RRN includes the river basins Volga, Don, Petschora,=
Tschusawaja, Katun, Ob, Amur and the=20
lake Baikal as well as the river Irtysh in the Kasakh Republic as associated=
member.=20
In this way RRN is fitting in with the existing networks and is filling up a=
gap between ERN (Europe/France)=20
and Southeast Rivers Network, which is being built up by IRN - USA.

2. French NGO's and Dam decomissioning
The french Ministry of Environnement has just released an note describing=
the juridical context=20
of the 3 dam demolitions that have taken place in France during the last 3=
years.
European Rivers Network and SOS Loire Vivante, who have led a long fight for=
this to happen,=20
are glad that this new approach of dams and of river management is becoming=
integrated by the State.
The full text of a statement of the responsabel for Freshwater Ecosystems=
in the french=20
Environment Ministery is published on ERNs Website RiverNet
http://www.rivernet.org/decom3_e.htm
We hope that the government will keep this favorable position for the=
future:=20
ERN and SOS Loire Vivante starts in spring 2000 a new campaign for the=
deactivation=20
and destruction of the EDF - Pout=E8s dam (Upper Allier, Loire River Basin,=
20 m, built 1941).
Additional information with photos about the destruction of two dams are=
published
on our RiverNet server http://www.rivernet.org/stedvig.htm !
You ca also order the video tapes (please precise your video standard).=20

Announcement: In order to develop information on this subject, we are=
creating a document=20
that takes up the ministerial document again (i.e. the legal aspects) and=
completes it with=20
a developpement of all ecological, technical and political aspects. This=
document will contain
the list of all the studies and reports that have been written on the=
subject, as well as the table
of contents of each of them. An iconography and maps will help the=
understanding=20
of this complex question.=20
