                              NEWS FROM ICOLD:
                          NEW DELHI ANNUAL MEETING
                                      
     * The 66th ICOLD Annual Meeting was held in New Delhi, India from
       the 1st to the 7th of November 1998. This was the 70th Jubilee of
       ICOLD and Burkina Faso was welcomed as the 81 st member country.
     * A delegation of 8 Canadians attended the meeting.
     * Two new vice-presidents were elected:
       Mr. B. Farhangi, Iran
       Dr. G. P. Sims, United Kingdom
     * The four questions for its 20th congress in China were defined.
       (see call for papers in the Bulletin). A technical Symposium on
       "Rehabilitation of Dams" and a special workshop on "Financing and
       Private Sector Participation in Water Resource Projects" were
       organized in addition to invited special lectures. Proceedings are

     * Among the topics discussed during the Executive Meeting was
       ICOLD's interaction with the World Water Council (WWC) and the
       newly established 2-year World Commission on Dams (WCD).
     * ICOLD is actively involved in the development of the WWC and
       contributes to the Vision on Water, Life and the EnvIronment in
       the 21st Century.
     * ICOLD recommends that the WCD be supplemented with a member with
       the background of a dam owner/operator. ICOLD feels that the work
       so far of the WCD focuses too much on the concerns and too little
       on the many benefits of dams. COLD urges a better balance in the
       selection of 11 representative" river basins and dams to be
       studied by the WCD and its secretariat. The study of these
       relatively few cases will form the basis for the WCD final report.
       Therefore, a balanced selection is essential. In its efforts
       towards the WCD, ICOLD has developed a strong cooperation with the
       International Commission on Irrigation and Drainage (ICID) and the
       International Hydropower Association (IHA).
     * The Question on Benefits of, and Concerns about Dams is crucial
       for public awareness, and this question will not only be the
       subject of ICOLD's Beijing Congress, but also the subject of a
       Special Workshop during its next Annual Meeting to be held in
       Antalya, Turkey, from September 19th to September 25th, 1999. To
       that Workshop, the Chairman and the Secretary General of the WCD
       are invited. The president Kaare Hoog is urging each National
       Committee to submit at least one paper to the workshop in Antalya.
       Those interested send your proposal to Kent Murphy, Hydro-Quebec.
       
                       NOUVELLES DE LA CIGB: RÉUNION
                         ANNEULLE DE <<NEW DELHI>>
                                      
     * La 66ième réunion annuelle s'est tenue à New Delhi en Inde, du 1er
       au 7 novembre 1998. C'était le 70ième anniversaire de la CIGB et
       un 81ième pays a été accueilli: le Burkina Faso.
     * Une délégation de 8 canadiens a participé à la réunion.
     * Deux nouveaux vice-présiclents ont été élus:

     * Les quatre questions du prochain congrès ont été approuvées. Voir

       technique portant sur la <<Réhabilitation des Barrages>> et un
       atelier spécial sur <<Le financement et la participation du
       secteur privé dans les projets de ressources en eaux>>. Les

     * Parmis les sujets discutés lors de la réunion exécutive,
       mentionnons la participation active de la CIGB au Conseil Mondial
       de I'Eau (WWC) et la nouvelle Commission Mondiale des Barrages
       (CMB) qui pour les deux prochaines années se questionnera sur les
       avantages et inconvénients des barrages.
     * La CIGB est impliquée clans la création du Conseil Mondial de
       I'Eau et contribue à son orientation <<Vision de I'Eau, Vie et
       environnement pour le 21ième siècle>>.
     * Concernant la Commission Moncliale des Barrages, la CIGB
       recommande qu'un membre ayant une large expérience de propriétaire
       et d'exploitant de centrale se joigne aux commissaires actuels. La
       CIGB suivra avec la collaboration de la commission internationale
       sur l'irrigation et le drainage (ICID) les travaux de la CMB.
     * La prochaine réunion annuelle de la ClGB se tiendra à Antalya en
       Turquie du 19 au 25 septembre 1999. Déjà, un premier bulletin est
       paru. Un atelier spécial sera organisé sur le thème <<Bénéfices et
       préoccupations concernant les Barrages>>. Des études de cas seront
       présentées. Le Président de la CIGB M. Kaare Hoog sollicite au
       moins une présentation par comité National. Un appel à tous est
       donc lancé. S'il-vous-pla-it, faire parvenir vos propositions à
       Kent Murphy comme pour le congrès de Beijing.
