Kathmandu, Dec 27-

The government has decided to give license to American multi-national
company Enron Renewable Energy Corporation to construct the 10800-mg
Karnali-Chisapani HydroPower Project.

Minister for Water Resources Govinda Raj Joshi, in a press conference today
( Monday), said that an all-party meeting agreed to give license to Enron
to construct Karnali-Chisapani Hydro Power Project, if the American energy
giant agreed to meet the three conditions. The three conditions are: The
issue concerning Nepal's down stream benefit should be finalized before
giving license, World Bank's assistance to Nepal should not be affected
from its finance in the Karnali project and Enron should also invest for
the development of project affected areas.

Based on the decision of the all-party meeting, the government has decided
to grant license to Enron for the construction of the multi-million dollar
Karnali project to Enron Renewable Energy Corporation, generate hydropower
and sell it.

Enron had applied for the license to construct the Karnali project but
later backed out citing political instability in Nepal. The government
again wrote to Enron to come back and invest in Nepal's hydropower sector.
Following Nepal's request, Enron again has come with the proposal to invest
in Karnali with the condition that Nepal's all major political parties
should express their commitment on it.
