Notification: Web Conference on Displacement, Resettlement, Rehabilitation
and Development, in the context of large dams- 24th January - 19th February
'00

The Secretariat of the World Commission on Dams (WCD) is currently
undertaking a series of thematic reviews in order to inform the Commission
in its deliberations on principles, criteria and guidelines for the
assessment of large dams. In developing the knowledge base on existing
practices in dealing with displacement, resettlement, rehabilitation,
reparation and development, the Commission is seeking to broaden the base of
its understanding on some of the key issues identified below. The purpose of
the conference is to generate specific ideas, good practice illustrations
and recommendations on how displacement resulting from water and energy
development programmes has been managed in the past and current practices.
Inputs are invited from government departments, international organisations,
professionals, NGOs, communities, and others with an understanding of or
experience in dealing with the issues identified below.

The discussion will be held over a period of four weeks starting the 24th
January. The detailed discussion issues will be available for viewing on the
website- http://www.dams.org/conference3.asp from the 17th January.
Interested participants and contributors can use the first week, from 17th
to 23rd January to acquaint themselves with the rules of participation and
registration. The discussion will formally begin from 24th January.

The time schedule for the discussion and the topics in brief are as follows:

Stage I: 24th January - 5th February
Issue 1: Informed involvement of potentially affected people in the early
stages of planning enabling them to play a key and decisive role in the
options assessment and decision making processes.
Issue 2: Negotiated settlement of legally enforceable conditions / standards
to facilitate successful resettlement in development mode.

Stage II: 7th February to 12th February 00
Issue 3: Ensuring Project Affected People become beneficiaries of the
Project.

Stage III: 14th February to 19th February 00
Issue 4: Settlement for past uncompensated damages and losses.
Issue 5: Compliance with standards, agreements and laws

The WCD is initiating the web conference to solicit inputs from a wide range
of stakeholders on the issues identified above. Looking forward to your
