dam-l River management meeting in SA/LS



A meeting is coming up on Feb. 15-16 in South Africa.

The Water Institute of Southern Africa (WISA) is an organisation that
provides a forum for exchange of information and views to improve water
resource management in Southern Africa. This event is being arranged under
joint auspices of:
-       WISA's Technical Division on River Basin Management, whose goals
are amongst others to facilitate and promote the process of Integrated
Catchment Management (ICM) to achieve equitable and sustainable use of the
water resources of Southern Africa, to serve as a forum on ICM issues, and
to enhance the philosophy of ICM
-       WISA's Division on Management and Institutional Affairs, which
promotes the management and development of institutional capacity and
structures of water-related institutions.

The effective control and management of water resources is of interest to
all and can only be achieved through public cooperation and involvement.
WISA has identified a need for:
*       information sharing and creating awareness of catchment management
*       promoting an understanding of catchment management
*       providing input into the implementation strategies currently being
developed for integrated catchment management in line with the National
Water Act (Act 36 of 1998)
*       developing a generic catchment management strategy for South Africa.

The WISA Technical Divisions for River Basin Management and Management and
Institutional Affairs have agreed that a two-day event would adequately
assist in addressing these needs. It is proposed that the first day be in
the form of a symposium to create awareness and understanding of catchment
management, and that the second day's events consist of three parallel
workshops to intensively focus on specific topics.

The theme of the event is "Turning Policy into Practice." The event is
intended to include a substantial training and capacity-building component.

OBJECTIVES

DAY 1 (SYMPOSIUM):
*       information transfer and awareness creation of catchment management
*       promoting an understanding of catchment management
*       promoting an understanding of the requirements of the National
Water Act in regard to CMAs and catchment management strategies.

DAY 2 (WORKSHOPS)
During three parallel workshops, the nature, extent and content of a
generic catchment management strategy, the process to develop such a
strategy, and stakeholder involvement in catchment management will be
deliberated.

It is expected that this event will contribute substantially to the
implementation strategies being developed now for integrated catchment
management in line with the National Water Act. WISA intends to formally
submit the outcome of the event to the DWAF (DWAF).

Strategies required by the National Water Act are already in various stages
of development by the DWAF. A draft framework for a Catchment Management
strategy will be available to delegates beforehand.

Each workshop will have a focussed outcome and product to be presented to
the DWAF as a contribution to the development of implementation strategies
for integrated catchment management. Workshop topics are:

*       The basic elements and components of a catchment management strategy.
*       The process of developing a catchment management strategy.
*       Participative management: the roles, responsibilities and
accountabilities of stakeholders in catchment management.

QUESTIONS THAT THIS EVENT WILL ANSWER

*       Where does catchment management fit into South Africa's water policy?
*       Where does catchment management fit into South Africa's water
legislation (the National Water Act and the Water Services Act)?
*       Is water legislation the only enabling tool we have to effect
catchment management?
*       What are the objectives of integrated catchment management?
*       What are the functions of catchment management, and the mandate?
*       What is the strategy for putting catchment management  in place?
*       Must the same order of steps be followed as specified in the
National Water Act?
*       Whose responsibility is catchment management?
*       What role will Catchment Management Agencies have?
*       Will catchment forums or catchment management committees be
replaced in time, or exist forever?
*       Is there a role for the public to play?  What public involvement is
required?
*       What impacts will catchment management have on the various
stakeholders in each catchment?
*       What are the cost implications of catchment management? Who will
carry the costs?

WHO SHOULD ATTEND?

It is proposed that Day 1 (symposium) be attended by as many people as
possible, in fact by anyone interested in and potentially affected by
catchment management.  Delegates who attend Day 1 have the opportunity to
select which of the parallel workshops they would like to participate in on
Day 2.

Delegates from the following sectors are encouraged to attend:
*       Government at central, local and provincial spheres
*       Stakeholders with catchment management interests, eg. agriculture,
industry, mining, others
*       Catchment forums and other catchment committees
*       Aquatic and other scientists
*       Engineers and managers
*       Environmental concerns
*       Water services providers
*       Anyone interested

REGISTRATION

The registration fee for the two-day event is R750 per person, excl VAT,
thus a total of R855  (there is no discount for not attending Day 2!). The
fee includes meals, teas, advance documentation as well as the proceedings.
