subject: LS: Pune Public Hearing on Big Dams and Alternatives

Dear Friends,


The Institute of Advance Legal Studies (IALS) and National Alliance for
Peoples Movements (NAPM) cordially invite you to a Public Hearing on
Big Dams and their Alternatives on 26th March 2000.


As you may be aware issues concerning big dams are being debated the
world over. In India we have more than 3,600 big dams and many more are
under construction. In Maharashtra under the Krishna Valley Development
Project, construction of new dams as well as raising the height of
existing dams is being contemplated. While vast amounts of financial
resources will be needed, these dams will destroy valuable natural
resources and displace local populations in large numbers. We therefore
deem it essential to undertake a cost benefit analysis of these big
dams.


One can observe that in spite of raising the issues of project affected
persons, attempts to resolve there problems have not produced
satisfactory results. Questions regarding the viability of big dams and
their ability to deliver the goods as well as sustainable alternatives
to big dams need to be explored. It is for this purpose that the IALS
and NAPM have organised a Public Hearing on the 26th of March 2000.


The hearing would cover 5 representative dams in western Maharashtra
and would delve into the varied issues of displacement, cost- benefit
analysis, water distribution etc. Project affected persons from each of
these dams, experts in the various fields and relevant government
officials would present their points of view. The jury in this hearing
comprises of persons with expertise in the fields of law, social
sciences, economics and human rights.
