Mozambican Workers Cancel Strike

MAPUTO (May 10) XINHUA - The trade union committee at the Cahora Bassa dam
and hydroelectric complex (HCB) in the western province of Tete, Mozambique
has called off a strike that was to have begun on Wednesday, Radio
Mozambique reported.

Last minute talks between the union committee and the management averted
the strike, but it is not yet clear what concessions the management have
made on the workers' key demand for the same pay and same conditions as
their Portuguese counterparts.

Over 80 percent of the shares in HCB is owned by the Portuguese state and
there are a significant number of foreign technical staff, mainly
Portuguese, employed at the plant.

Cahora Bassa has a total work force of 1,300, with 900 of them are
Mozambicans while the rest are foreigners.

According to HCB Managing Director Fernando Cunha, his company is working
on "social convergence" between its Mozambican and foreign staff.

The problem would be overcome by the gradual replacement of expatriates by
Mozambicans, he said.

He pointed out that HCB is facing economic difficulties with both of its
main clients, South Africa and Zimbabwe.

The supply of power to South Africa was interrupted in February when
massive flooding on the Limpopo river knocked down nine pylons on the
transmission lines from Cahora Bassa to the Apollo sub-station in South
Africa, he said.

He said the normal supplies would not be re-established until the end of May.

As for Zimbabwe, the power supply is normal, but the Zimbabwean electricity
company has stopped paying, Cunha said, adding that the Zimbabweans
currently owe HCB 30 million U.S. dollars.
