MEETING OF THE

RENEWABLE ENERGY AND ENERGY EFFICIENCY COUNCIL OF SOUTHERN AFRICA


R E C O S A

DATE:                                         Saturday the 5th of August
2000; 10 for 11 a.m.

VENUE:                                       6, Long Street, DARLING,
Western Cape

PURPOSE OF MEETING:
The official founding of an umbrella organisation, namely the Renewable
Energy and Energy Efficiency Council of Southern Africa, the election of
office bearers and the design of an immediate action plan.

1.    MOTIVATION:

For renewables to be accepted as a force to be reckoned with, a new
unity among the associations representing the different technologies is
needed.

All associations from the "renewable energy sources", i.e. renewable
non-fossil fuels( wind, solar, geothermal, wave, tidal, hydroelectric
installations with a capacity below 10 MW and biomass, which means
products from agriculture and forestry, vegetable waste from
agriculture, forestry and from food production industry, untreated wood
waste and cork waste ), will be a driving force for this new unity.

In preparation for the above and at the last ReOUND TABLE* meeting on
the 1st of July 2000 in Darling all participants agreed that Energy
Efficiency should be also one of the objects of RECOSA.

Together we will initiate the Renewable Energy and Energy Efficiency
Council of Southern Africa, which will represent all the major renewable
energy organisations, local and national Government, industry, research
institutions and the energy end user, women groups in particular, in
Southern Africa and provide a united lobbying force on issues which
concern us all.

2.    AIMS AND OBJECTIVES

      Our aims and objectives include and are not restricted to the
following:

* Promotion and advocating of renewable energy development.

* Provide a forum for all renewable energy players to work
together.

* To be a repository and source of knowledge on renewable energy.

* Champion and advocate the development of economically viable
renewable industries.

* Assist in initiating and formulating long-term strategies for
renewable energy developments.

* Provide leadership in a united and collective approach in
renewable energy development.

* Work hand in hand in a constructive and progressive manner with
the government towards achieving the goals of the WHITE PAPER.

* Promote energy efficient practices and usage methods.

3.     ACTIVITIES AND PROGRAMMES

* Lobbying for enabling policies, legislation and regulations at
all levels.

* Support all efforts of enterprising players in renewables

* Build strategic relationships with the government, industry and
NGO's to ensure that our voice is heard at all.

* Establish a position of an open, balanced and professional
advisor to the government and other organisations on renewable and
related fields.

* Carry out regular targeted training programmes, workshops and
promote further education and study on renewable energy sources
development and application.

4.    THE VISION

        To be the eminent and leading promoter of sustainable, renewable
and clean energy sources in our region.

5.    THE MISSION

       Is to spread the message and practice of clean energy use.

6.    POTENTIAL MEMBERS

       The council should have three categories of members as follows:

ORDINARY MEMBERS:

Individuals who are prepared to work long hours to implement our
programmes. Will come from all walks of life bringing deferent
expertise, skills and experiences to lead the council. Will be a
reasonable membership fee to join. From whom we will elect leadership.

CORPORATE MEMBERS:

Made up of corporate entities who share our vision and mission.
Unlimited number, the morethe better. We need them for their resources
especially financial resources. They will pay a higher membership fee
and may be expected to contribute in other ways.

PATRONS:

Made up of reputable opinion makers who support the aims and objectives
of RECOSA. Maximum of 20 will do. We need them for their authority and
influence.



7.    PARTNERSHIP AND RELATIONSHIP

       To pursue our objectives we will need to develop strategic
Partnerships and relationships both in our country and
internationally. In this regard the following are the targeted key
relationships:



                    IN OUR COUNTRY



The following ministries, Minerals and Energy, Environment and
Tourism, Health, Agriculture, Trade and Industry, Arts Culture Science
and Technology.

The Office of the Deputy President of S.A.

Provincial and Local Administrations



Educational institutions.



INTERNATIONALLY:

Renewable Energy Associations in other countries.

Green Peace.

Other





There is a definite urgency attached to this initiation because of the
required united input of Renewables into the Integrated Energy Planning
Process initiated by the Department of Minerlas and Energy.

For transparency's sake and to fully include all stakeholders and
interested parties we are copying this invitation to parties known to us
as possible stakeholders and we would like in addition those parties to
let us have a list of names and contact addresses of persons they
believe should be involved.

Finally it should be noted, that up to now only one single objection has
been received from SESSA, the Solar Energy Society of Southern Africa.
It must be stressed here that RECOSA as an NGO and umbrella organisation
is not intended to replace existing Renewable and/or Environmental
orientated organisations - just the opposite:

RECOSA needs strong NGO's like SESSA, SAWEA, SASHWA, PV MA, EARTHLIFE,
GREENPEACE, WORKERS UNIONS, END USER WOMEN GROUPS; to name just a few
specialist organisations in their fields and co-ordinate these various
activities by transparent and goal orientated interaction with
government and potential donors.

RECOSA will be organised and managed by democratically elected members
of these organisations and representatives.

It appears to be sensible that the head office of RECOSA should be
located in the Western Cape, which is blessed with an abundance of
solar, wind and ocean based renewable resources and the obvious location
for future large scale grid connected renewable energy bulk electricity
generation plants.
Well established regional offices in other provinces need to be set up
since each region will have its particular strength of activity as for
instance solar thermal in the Northern Cape, off-grid applications in
the North of the country and the Eastern Cape. Manufacturing centres
might be concentrated in Gauteng and other provinces.


SESSA - we need you - please send at least one of your representative to
Saturday's meeting.

Anybody attending the meeting kindly RSVP on or before 12 a.m., Friday
4th of August 2000.
