Wastewater discharges are considered one of the most significant threats to
sustainable coastal developments worldwide. In cooperation with the World
Health Organisation (WHO), UNHCS (Habitat) and the Water Supply and
Sanitation Collaborative Council (WSSCC), the United Nations Environment
Programme GPA Coordination Office developed an Action Plan on Municipal
Wastewater. This Action Plan further develops the framework, provided by
the Global Programme of Action for the Protection of the Marine Environment
from Land-based Activities (GPA, Washington, 1995), with regard to sewage
and translates in into operational advice.
The Action Plan aims at supporting the efforts of States to address the
serious public health problems and the degradation of coastal ecosystems
that result from the disposal in coastal areas of inadequately treated
municipal wastewater. It does so through, amongst others, the development
of =93Recommendations for Decision-Making on Municipal Wastewater=94 and the
holding of regional meetings to stimulate regional and local cooperation
and actions. The Recommendations for Decision-Making will serve as a
consensus guide to local and national decision-makers and professionals on
appropriate and environmentally sound wastewater management systems. It
aims at setting the =93standard=94 in the field of wastewater management. It
contains key principles and annotated checklists of recommended practices
and procedures.

I am pleased to make available to you the draft =93Recommendations for
Decision-Making on Municipal Wastewater=94 via our website:

to invite you to review this draft version of the Recommendations and
provide us with your comments. You are kindly advised to download the whole
document or one of the chapters, relevant to your field of expertise. Your
comments and suggestions can be sent back to the e-mail address:

Parallel to the development of these Recommendations, we are developing a
electronic Global Knowledge Base, providing references, detailed background
information and practical experiences. This Knowledge base will be made
available soon at the GPA Clearing-house site on =93sewage=94, together with
the information made available by WHO and its collaborating partners on
this subject.  You are welcome to advise us on reference documents, you
deem necessary to be included in this Knowledge base.

It is our aim to consider your and others comments in the second half of
August and to incorporate those in the final version. The final version of
the Recommendations, in English, French and Spanish is planned to be ready
in October 2000. It will then be printed and widely distributed as a major
policy guide for the management of municipal wastewater. All collaborators
and reviewers will be recognized. This global expert version of the guide
will form the basis of review discussions at the regional level with a wide
variation of stakeholders, including national and local experts,
representatives from non-governmental organisations, the private sector,
professional organizations, international financial institutions, potential
donors and other stakeholders. Regional annexes to the Recommendations will
be developed as required, to reflect common views of stakeholders. The
results of these regional meetings will be presented at the first
Intergovernmental Review of the GPA in 2001 and the Recommendations for
Decision=96Making will be submitted for political endorsement.

I would appreciate receiving all your comments and suggestions with regard
to the draft Recommendations for Decision-Making on Municipal Wastewater.
Especially, I would like to invite you to consider the following questions:

1. Do you think these Recommendations for Decision-Making are useful for
decision-makers at the national and municipality level? If not, what
aspects are missing or should have given more attention?
2. Do you have detailed comments, aimed at making the recommendations more
useful and attractive to the target group? To assist you in giving us your
comments, we haven numbered the lines.

I would appreciate very much if you can find the time to review this first
draft of the Expert guide =93Recommendations for Decision-Making on Municipa=
l
Wastewater=94 before the 20th of August. To ensure that this guide represent=

the best available global knowledge, your input is indispensable. Of
