Split Lake Cree Nation enters new era with Manitoba Hydro

Full And Proper Partnership Between First Nation and Hydro 
Sets Precedent for Future Development



Split Lake, MB _ Premier Gary Doer joined in the announcement of
an 
agreement signed in Split Lake between Manitoba Hydro and the 
Tataskweyak Cree Nation that will provide an equity position for the 
First Nation in the proposed Gull Project hydro development, located 
in their traditional territories.

"This is an historic day for all Manitobans," said Doer. 
"We now 
have a new model for partnerships with First Nations that will impact 
on all future hydro development _ key for future prosperity in
the 
North and for Manitoba as a whole. Not only does will provide further 
valuable economic opportunities for First Nation communities and all 
other northerners but it allows for the prospect of an affordable 
source of clean energy for all Manitobans for decades to come."

Doer also said that it is the province's intention that any
future 
hydro development, including the Gull proposal, will be subject to a 
full environmental process before the government would be in a 
position for potential approval. "It is appropriate for the first 
model for a new partnership with First Nations in the 21st century 
that we also have 21st century environmental assurances before the 
possibility of proceeding," said Doer.

Chief Duke Beardy stated, "This agreement is timely as First
Nations 
must assume control of their own resources for the economic, social 
and cultural benefit of their members and through careful 
consideration of choices based on traditional beliefs and realistic 
assessments of the options for development."  Chief Beardy went
on to 
say, "The membership of the Tataskweyak Cree Nation
overwhelmingly 
supported this agreement by a vote of 204 to 58 held in Split Lake on 
October 3rd, 2000.  A twenty-five percent portion of any revenues 
generated by new hydro developments in our region is something we 
have worked for and negotiated over the last several years and, in my 
view, is a major achievement for our people."

Bob Brennan, CEO of Manitoba Hydro confirmed that past hydro electric 
developments within the Tataskweyak Cree Nation region represents 75 
percent of the power generated by Manitoba Hydro and indicated that 
several new options for future hydro development in the Province 
include a project at Gull Rapids, an area located within the region.

"This agreement is unique and represents a significant first
step," 
said Greg Selinger, Minister responsible for Manitoba Hydro. "And
it 
will ensure, for the first time, a full and proper partnership 
between Hydro and First Nations as a precedent for future hydro 
development."

Also on hand at this signing ceremony was Eric Robinson, Minister of 
Aboriginal and Northern Affairs who stated, "It is my experience
that 
for too long, First Nations people have made sacrifices for hydro 
development projects while receiving few of the benefits.  This 
agreement will ensure the people of Split Lake are true partners in 
any new developments in the region."

"Though I realize, that there is still much work to be done
before 
any final agreement can be achieved, today's event will be
described 
in the future as the beginning of a new way to do business in 
Manitoba with Manitoba Hydro." said Chief Beardy.  "We will
move 
forward and create this new opportunity for sustainability and 
prosperity for all Northern Cree in Manitoba.
