MEMORANDUM FOR ALL NOAA FISHERIES EMPLOYEES

FROM: William T. Hogarth, Ph.D.
             Acting Assistant Administrator for Fisheries

SUBJECT: Creation of "Fishnews" List Serve

On January 9, 2001, NOAA sent an electronic notification to a diverse
group of constituents announcing "Fishnews", a list serve that NOAA
Fisheries will launch live on February 1, 2001. Like most list serves,
"Fishnews" is a voluntary subscribe/unsubscribe technology that will
post an e-mail to anyone who has subscribed for the service. As of
January 12, nearly 200 people had subscribed to "Fishnews", including
hill staff, media, and key stakeholders. We anticipate this will
continue to expand rapidly over the next several months.

Briefly, this service was established in response to repeated requests
from our constituents for the agency to provide timely notification of
Federal Register (FR) activity. As you know, it can take several days
before a document is published in the FR. "Fishnews" will allow the
agency to post documents on the web immediately upon filing at the FR.
In the weeks ahead, we will be implementing the policies to ensure the
internal coordination necessary to provide consistent and accurate
information to subscribers.

Although we are beginning with notifications of FR activity only, we
anticipate utilizing "Fishnews" as a primary tool of proactive outreach
for the spectrum of activities being conducted by the agency, including
notification of meetings, publications, events, good news stories, etc.
As we establish the internal coordination necessary to consistently
provide new and up-to-date information, "Fishnews" will be formatted
into a weekly electronic newsletter similar to other popular list
serves.

To subscribe to "Fishnews", simply send an e-mail to
listproc@ns.noaa.gov and write SUBSCRIBE FISHNEWS [YOUR NAME] in the
body of your message. You will quickly receive a notice confirming your
subscription. To remove your name from the list, simply write to
listproc@ns.noaa.gov And include UNSUBSCRIBE FISHNEWS [YOUR NAME] in
the body of your message.

We look forward to working with you in the weeks ahead. Should you have
questions, suggestions or comments, please contact Laurel Bryant
(301) 713-2259 #191, or Kate Naughten #184.
