-- ENVIRONMENTAL GROUP TRIES TO BLOCK EL BATO DAM
PROJECT. A Latin American environmental watchdog organization,
OCLA, will take legal action to try to prevent construction of
the El Bato Dam in Illapel, in central Chile's Region IV. The
project has already been granted planning permission by the
National Environmental Commission (CONAMA).
Last November, OCLA and with several local agricultural
producers unsuccessfully petitioned the regional Appeals Court
in La Serena to overrule the planning permission.
The El Bato Dam project has drawn fire from several
environmental groups and government departments, which are
concerned about the impact the dam will have on the 14-hectare
Illapel Forest, home to over 98 animal and 163 plant species.
The National Forestry Corporation (CONAF) and the
Agriculture and Livestock Service (SAG) presented an
environmental impact study on the dam to the regional
environmental commission in October 1999.
In response, the Ministry of Public Works (MOP) proposed
relocating 20 hectares of the forest and cloning 25 percent of
the native plant species that will be submerged under the dam.
The project is supported by Choapa Valley agricultural
producers, who have presented regional authorities with a
petition with over 5,000 signatures approving the dam's
construction.
The dam, which has a capacity of 25 million cubic meters,
will cost US$37 million to construct and have a 60-meter
retaining wall. It is the first such project to be contracted
to the private sector.
