RETHINK NEEDED ON DAMS, SAYS MINISTER

EDUCATION Minister and chairman of the now-defunct World Commission on Dams
Kader Asmal warned yesterday that the world would have to review its
policies on building large dams.

Asmal said demands for water and power were rising. However, large dams the
traditional solution were being questioned because of their effect.

The commission was funded by the World Bank and studied large dams
worldwide over two years. It released a report in London last week in which
it recommended a revision of policy on large dams.

Asmal told those involved in building and managing in Pretoria yesterday
that weighing costs against benefits on a balance sheet no longer worked in
decisions about development.

Referring to communities uprooted when dams were built, he said: All too
often benefits go to those seated around the table, while the costs are
borne by those locked outside.

The former commissions secretary-general, Achim Steiner, said in most large
dam projects, cost overruns of more than 50% were incurred. Steiner said
governments needed to devise a broader concept of risk than that of the
developers and the investors.
