Fishnews for March 13, 2001

Editor?s Note: Fishnews is just over a month old and we?re pleased with
the progress we?ve made in reaching our constituents more frequently
with news and notices, including our federal register activities. Like
any new effort, we?ve hit a few bumps in the road but, for the most
part, those have been technical problems. For instance, many of you
received duplicate Fishnews editions for March 8 and 9. That duplication
was due to a problem on our end with the server. Over the next few
weeks, NOAA will be switching the servers that carry our information to
you, so please bear with us ? it?ll be smooth sailing soon!

1.  NOAA Fisheries Northwest Region Approves Innovative Oregon Salmon
Fisheries Plan

NOAA Fisheries Northwest Region has approved an innovative Oregon salmon
fisheries plan. The plan will help recover Willamette Basin spring
chinook, yet allow fishers to catch a much higher number of
hatchery-produced chinook than in the past. The Fisheries Management and
Evaluation Plan, developed by the Oregon Department of Fish and
Wildlife, sets fishing regulations to help recover these salmon. More

2.  Status of Operations in the Federal Columbia River Power System
Available Online

This is a challenging year for the federal agencies involved with
managing the Federal Columbia River Power System. The agencies are
trying to protect and recover ESA-listed salmon and steelhead while
dealing with low water conditions and power emergencies. The Army Corps
of Engineers is providing an electronic update on system operations
every few days. It is available electronically at:

3.   May 7 is Deadline for Comments on Tortugas Amendment

The public comment period for the Gulf of Mexico Fishery Management
Council's Tortugas Amendment ends May 7, 2001. The amendment implements
the "no-take" marine reserves of Tortugas South and the portion of
Tortugas North that resides within the EEZ, the boundaries of which were
defined through the Tortugas 2000 Working Group.  For a copy of the
amendment, call the Gulf of Mexico Council, (888) 833-1844 (toll-free).

4.   Preliminary Agenda Available for Atlantic States Marine Fisheries
Commission Meeting

The draft agenda for the ASMFC Spring Meeting Week ? April 23 - 26, 2001

5.   States Close Winter Period Fisheries for Scup and Black Sea Bass

The Atlantic States Marine Fisheries Commission announced that the
states from Massachusetts through North Carolina closed their waters to
the commercial harvest and possession of scup and black sea bass
effective March 1 and March 7, 2001, respectively.  NOAA?s National
Marine Fisheries Service will take like actions with respect federal
permit holders fishing for scup and black sea bass in the Exclusive
Economic Zone. These actions are based on analysis of current landings
data which project 100 percent of the winter period quotas for the two
species will be fully utilized by early March. Both fisheries will be
reopened at the beginning of their new quota seasons, which begin on May
1, 2001, for the Scup Summer Period and April 1, 2001, for the Black Sea
Bass Quarter 2 Period. Scup and black sea bass are jointly managed by
the ASMFC and the Mid-Atlantic Fishery Management Council. For more
