LAHORE: The ground breaking ceremony of Gomal Zam dam in the NWFP
and Mirani dam in Balochistan will be held on August 14 marking the
beginning of WAPDA's water resources and hydropower development under Vision
2025 programme. This was stated by WAPDA chairman Lt-Gen Zulfiqar Ali Khan
in a panel discussion with a team of Dawn reporters here at the WAPDA House
on Monday. He said the ground breaking ceremonies of Thal reservoir, Kachhi
canal with new barrage at Mithankot, Chashma right bank lift canal, Greater
Thal canal, riverine area development, Thar and Rainee canals and Sehwan
barrage complex would be held by Mach 23 next.

Gen Khan said at present WAPDA engineers and experts were studying these
projects which would likely to cost Rs1,906 million. The studies also
include the Bhasha dam project for which three drilling rigs had been
mobilized. The drilling had commenced in December last. The feasibility
study of the project would take about two years and a half instead of three
years. He said the vision 2025 projects had been approved by the chief
executive in August last. He said the Gomal Zam dam project was located in
south Waziristan on Gomal river, 120 kilometres from Dera Ismail Khan.
Estimated to cost Rs10 billion the 491ft long and 436ft high dam would have
gross storage capacity of 1.13 million acre feet (maf). The main objectives
of the project would be irrigation, power generation and flood control. It
would irrigate 132,000 acres of land in Tank and Kulachi tehsils of Dera
Ismail Khan. A small power plant of 17MW would also be installed, he added.

The WAPDA chief said Mirani dam would be located on Dasht river, about 48km
west of Turbat town in Mekran division of Balochistan. Its storage capacity
would be about 0.30 maf while it would irrigate 32,200 acres. The 127ft high
dam was estimated to cost over Rs5 billion. He said all projects included in
the Vision 2025 programme would be funded by the Pakistan government and
WAPDA. The federal government and the chief executive had made a firm
commitment to provide funds for the vision projects. About Rs50 billion to
Rs60 billion would be spent annually on them and half of the cost would be
met by WAPDA from its own resources. He said a steering committee headed by
the planning commission's deputy chairman and comprising various federal
secretaries and senior officers had been set up to monitor the progress of
engineering studies and implementation of the projects. No foreign
consultants or engineering experts would be engaged. He said WAPDA would
hold a one-day seminar at WAPDA House on June 12 where experts would explain
the Vision 2025 projects to the local and foreign experts, engineers,
consultants and contractors. They have been asked to bring their experts to
the seminar to get the details about the tendering and designing of the
projects.

Gen Khan said the first unit of the Ghazi-Barotha hydropower station would
be commissioned on August 14 next year. The work on the $2.2 billion project
was being completed according to the schedule. He said the Vision 2025
programme also include construction of small hydro power plants at the low
heads of various canals. There were about 32,000 km long canals and small
hydel plants could be built like those of Nandipur and Chichoki Mallian
canal hydel plants at almost every 20 miles wherever low head was available.
There was a potential of 1,000MW to 1,500MW of hydel power on canals which
could be generated to meet the future power requirements of the country. On
Indus river there was a big potential of 40,000MW of hydel power out which
5,000MW could be exploited so far. There was a huge potential of 35,000MW
which was available for future requirements.

He said at present there was no power shortage in the country. Despite
economic recession the power demand had increased by 6 per cent during the
current financial year and WAPDA was expecting that there would be shortage
of power in 2006, 2010 and 2015 for which the Vision 2025 had been launched.
Hydel power projects would be completed in three phases and the canal power
plants could meet the shortage by 2006. No separate grid system would be
required for the canal plants as they would be directly linked with the
existing grid system, Gen Khan concluded.
