Balochistan seeks its water share

ISLAMABAD, May 26: An advisory committee meeting of the Indus River System
Authority was called off on Saturday amidst walkout by the representatives
of Balochistan, NWFP and Punjab against Sindh for not releasing due share of
water to Balochistan.
Irrigation Secretary Balochistan Abdus Salam stayed away from the advisory
committee meeting in protest against the Sindh government's action of
releasing 40 per cent less water to Balochistan than the provincial quota
allotted by Irsa, official sources said.
In a fax message to the authority, Mr Salam stated: "There is no use of
attending meetings of an authority whose decisions are not honored and
implemented."
The representative of Balochistan, Azam Baloch, read out the message at the
meeting and announced that he would boycott the proceedings of the advisory
committee meeting. Representatives of Punjab and NWFP governments supported
Balochistan and joined Mr Baloch in his protest.
Before walking out, the NWFP representative re-called that the authority had
decided not to impose any cut on the shares of NWFP and Balochistan. "I had
informed the authority that I would not attend the advisory committee
meeting in protest against Sindh government's attitude through a fax message
on May 24," Mr Salam told Dawn by phone.
He said Sindh had been releasing 2000 cusec less water to the province
against its allotted share of 6,100 cusec a day. The provincial government,
he said had been facing serious problems because of the unexpected cut.
The shortage was also causing a great deal of embarrassment to the
provincial government as it had assured farmers of water supply according to
the share allotted by Irsa.
Mr Salam said in the light of past experience he had sought assurances from
Irsa chairman and Sindh in April before the Kharif season that Balochistan
would get share according to the allocations. Both Irsa chairman and
irrigation secretary of Sindh had given firm assurances that Balochistan
would get full share of water without any disruption, he added.
The representatives of Balochistan, NWFP and Punjab also expressed
reservations about the role of the representative of federal government at
the authority, Nasar Rajput, who belongs to Sindh.
Irrigation Secretary Sindh Idress Rajput and Sindh representative Noor
Muhammad Baloch, who were left behind at the meeting with the Chairman Irsa,
Mian Hafeezullah, also decided to walk out. Sindh authorities are of the
view that how they could release full share of water to Balochistan when
Sindh had been getting 65 per cent less water.
