Ambitious water project plan for Durban

Thousands of Durban residents could soon have easy access to free, fresh
water for the first time, thanks to an ambitious plan to capture and store
millions of litres of rain water.

The project, with an estimated price tag of R100-million, is being
spearheaded by Durban Unicity mayor Obed Mlaba and promises to raise the
quality of life of 50 000 households in rural areas.

The easier access to fresh water is also expected to drastically reduce the
spread of cholera and other water-borne diseases.

The project will comprise the building at each target home of a cement and
chicken wire tank capable of storing up to 8 000 litres of rainwater which
runs off the roof of the home.

In a report to the council's executive committee, unicity water service head
Neil Macleod said the comparatively cheaper and simpler rainwater project
could be implemented more quickly than conventional water supply
infrastructure and would provide an important interim source of fresh water
until the arrival of pipes and taps.

But the R100-million price tag is still a formidable obstacle.

Local consumers already face an average water price hike of almost 29
percent, largely due to the water service's R96-million projected loss this
year.

And even if the money for the project was available, legislation does not
allow the council to spend public money on private property.

Mlaba, however, was confident private funding could be found.

He confirmed he had returned on Tuesday from negotiations with banks in
Gauteng.
