Senator Diane Feinstein  and other's bill, concerning the increase  of
water withdrawals from Sacramento river - Delta  ecosystem reminds me of
UNSCRUPULOUS bills of  former Communist Party functioners, concerning 
dams  and fishery of river - coastal sea ecosystems .  
	As a results, the Dnieper and Dniester Rivers (NW Black Sea); Don and
Kuban (Sea of Azov); Volga and numerous streams (Caspian Sea}  and their
tributaries and Deltas now nearly dead. The  Amu Darya and Syr Darya, the
only rivers of Central Asia, that  used to empty in Aral Sea, have ceased
to exist as well as as Sea itself.   

This criminal activities of a former Soviet Representatives in Soviet
Parliament  since1950s  in the name of  WATER DEVELOPMENT have  managed
to destroy or eliminate by 1978  thousands of rivers and streams of the
South of  a former USSR. Correspondingly, despoliation of Deltas -
coastal sea ecosystems occurred, and today's hardship for over 130
millions inhabitants :

I've followed the CalFed water meetings and talks for more than five
years
now.  I've  testified at hearings.  I've readsThe final CalFed  reports ,
whose basic
deals have made some efforts to:

*  Restore the Bay/Delta and river ecosystems and fish devastated by too
many dams and diversions.
*  Ensure a certain level of water for all uses, including the
environment.
*  Institute significant conservation measures so we don't need to use so
much water.
*  Hold off on new dams or other ecosystem-threatening actions until we
could see what conservation could achieve.

Now, Senator Feinstein has broken the deal.  She's introduced a water
bill that gives the OK for new dams and increased storage in existing
reservoirs.  At the same time, the bill does nothing to ensure that
restoration or environmental goals are met.

What a shock to have all those years of careful work attempting to
balance these needs go down the drain so quickly.  Senator Feinstein has
ignored the public's conscientious participation in this CalFed consensus
process.
