   The following is the second in an ongoing series of Independent stories
   examining the past, present and future disposition of Navajo water rights.

   WINDOW ROCK — Due to past inaction, the Navajo Nation may be facing its
   greatest battle for its most precious natural resource over the next 10 
to 20 years:
   the right to a perpetual claim involving potentially billions of 
dollars' worth of
   water from the Colorado and San Juan Rivers.

   No government state, tribal, county or municipal can achieve growth without
   water, and lots of it.

   In the West, a water dearth leaves some people thirsting for their fair 
share, as
   lands including those on the Navajo reservation lay barren, starved of a 
legitimate
   chance for development.

   Nearly half of all Navajos are forced to haul their water, living on as 
little as 10
   gallons per day, per family. Colorado River-fed families in Phoenix use 
250 gallons
   per day, per person...
