ISLAMABAD: The Musharraf government here on Monday launched an ambitious
plan for the development of water sector, comprising construction of about
two dozens new water reservoirs/small dams costing about Rs 115 billion. The
budget, however, allocated an amount of only Rs 5 billion for these
projects. Rs 3.7 billion have been allocated for three major ongoing
foreign-aided projects, out of which the government's share is only Rs 1.4
billion while the rest of the money will be given by the World Bank, Asian
Development Bank, OCEF and other international lending agencies as loan.
These projects are Left Bank Outfall Drain, Chashma Right Bank Canal and the
National Drainage Programme. According to Public Sector Development
Programme document 2001-02, the Water and Power Division has been allocated
a total of Rs 4.1 billion for these new initiatives. For the first major
initiative -- raising of Mangla dam -- which is to cost total Rs 53 billion,
only Rs 1 billion has been allocated in the budget.

Rs 900 million has been allocated for the Rs 14 billion Right Bank Outfall
Drain (RBOD-II), Rs 900 million for Rs 12.8 billion Gomal Zam (water
storage) project and only Rs 500 million has been earmarked for the Rs 25
billion Greater Thal Canal project. Similarly, a total of Rs 967 million has
been earmarked to conduct the feasibility studies of as many as 25 storage
and irrigation schemes worth Rs 2.65 billion. Rs 250 million has been
earmarked for feasibility study required for raising Mangla Dam against
requirement of Rs 367 million, Rs 50 million for Greater Thal Canal against
the need of Rs 110 million, Rs 35 million for Chashma Right Bank Canal
against Rs 135 million, Rs 80 million have been earmarked for Kachi Canal
project against total cost of Rs 170 million.

Rs 40 million will be given for Thal Canal against requirement of Rs 138
million, while against the requirement of Rs 198 million, Rs 50 million have
been allocated for Sehwan Barrage complex. Rs 30 million has been allocated
against Rs 180 million needed for Thal reservoir, Rs 70 million will go for
Munda Dam against the requirement of Rs 199 million, Rs 25 million for the
Skardu Dam project against the need of Rs 70 million, Rs 27 million for the
Dhok Pathan Dam which required Rs 80 million. Rs 11 million will be given
for Sanjwal Dam which actually required Rs 27.7 million, For Akhori Dam
against the requirement of Rs 27 million, Rs 10.4 million has been
earmarked, Rs 9.8 million will be given to the study of Bahater Dam which
will cost total Rs 24.9 million, Rs 19 million will be given for Rohtas Dam
which needed Rs 52 million.

For Chiniot Dam Rs 15.8 million has been earmarked against the total need of
Rs 40 million, Rs 21 million for Hingol Dam study against the total cost of
Rs 78 million, Rs 19 million for the Mirani Dam against Rs 50 million, Rs 28
million for the Naulung Dam against the need of Rs 78 million, Rs 70 million
for the Gomal Dam, which needed Rs 200 million.

For Kurrum Tangi Dam Rs 40 million is to be given against Rs 125 million
requirement. For the Gaj Nai dam, Mol Dam, Khader Dam no allocation has been
made against the requirement of Rs 62 million, Rs 5 million for the riverine
area development against the need of Rs 75 million and Rs 40 million will be
given for the Satpara Dam project whose total cost is Rs 80 million.
