Integrated Water Resources Management Specialist/Chief of Party:  
Tasks:
? Perform analysis of national and transboundary pollution, technology exchange/transfer, and polluter clustering;
? Perform country by country stakeholder analysis-profile to identify opportunities and incentives for clean technologies adoption;
? Identify opportunities and leverage improvements in technology leading to marked pollution reduction;
? Handle all liaison activities with government, donors, industry etc.
? Network private and public sector entities to share technology, management, and financial expertise, donor funds, credit mechanisms, etc. to promote adoption of clean technologies by municipal and private sectors.
? Handle project implementation, coordination, and reporting responsibilities including annual budgets, workplans, and program reports under the USAID results framework. 
Requirements:
? Graduate degree in Urban Planning, Resource Economics, Watershed Management or related discipline;
? Previous experience as Chief of Party of USAID-funded project;
? Good knowledge of USAID results framework environment;
? Minimum 10 years international field experience which includes:
? Multidisciplinary team management;
? Participatory planning and problem-solving in pollution control;
? Development of private-public partnerships in service provision or environmental management;
? Experience with industrial, manufacturing, processing economies
? Municipal management and institutional strengthening;
? Excellent interpersonal communication and negotiating skills, ability to conduct team-building exercises, good networking skills.
Other desired skills:
? National or transborder resource management experience in Central America;
? Environment management experience in tourist-based economies
? Policy and institutional framework development in public/private partnerships, pollution prevention.
? Economic analysis of public/private provision of environmental services;
? Pollution control in waste water, solid waste, industrial pollution, agricultural chemicals.

Urban Sanitation Specialist:

Tasks:
? Lead holistic assessment of current municipal and solid waste management situation in four watersheds;
? Identify opportunities/incentives for major reductions in pollution through process optimization, facilty rehabilitation, etc.; lead strategic planning and decision-making.
? Identify regional needs for technical assistance and information, financial services, and other resources;
? Develop financing mechanisms for improved solid waste and wastewater management;
? Oversee technical exchange activities, training, and sectoral project M&E;
? Supervise staff working in watershed and solid waste management.

Requirements:
? Graduate degree in Urban Planning, Municipal Financing, Municipal Development, Civil/Environmental Engineering or related field;
? Minium 7 years field experience experience with:
? Municipal public works systems management with focus on municipal waste and solid waste;
? Participatory planning and problem-solving in field of municipal waste water and solid waste management and pollution control in Central America;
? Communications, coordination, and consensus-building between diverse stakeholders;
? Private/public partnerships in service provision or environmental management;
? Standards, policies and technical regulations, mechanisms used in waste water and solid waste management;
? Municipal management and institutional strengthening, mobilization.

Other desired skills:
? Municipal pollution control economics and cost/benefit analysis;
? Policy and institutional frameworks for Public Works financing, public/private partnerships in wastewater and solid waste management;
? Economic/financial analysis for public/private provision of environmental services;
? Operation, maintenance and management of waste water treatment and solid waste management facilities.

Industrial Water Pollution and Control Specialist:
Tasks:
? Lead assessment of current industrial and agricultural pollution situation in four target watersheds;
? Identify opportunities and incentives for major reductions in pollution through increased access to financing, process optimization, facility rehabilitation, etc. linking needs to resources; lead strategic planning and decision-making;
? Identify regional technical assistance/technical information needs, financial services, and other resources;
? Oversee technical exchange activities, training, sectoral project activity M&E;
? Supervise project staff implementing industrial and agricultural pollution prevention activities;
? Examine and propose possible models for regional technical exchange;
? Facilitate and supervise the work of short-term technical specialists.
Requirements:
? Graduate degree in Chemical, Mechanical, Industrial, or Environmental Engineering or related field;
? Minimum 7 years field experience with:
? Participatory planning and problem-solving in industrial pollution control in Central America;
? Communications, coordination, and consensus-building between diverse stakeholders;
? Cost/benefit analysis in process analysis;
? Project experience in implementing clean technologies option over wide range of industry types, ISO 14000 or similar environmental management systems;
? Management of industrial pollution control systems;
? Standards, policies, and technical regulations, mechanisms used for industrial and/or agricultural point-source pollution.
Other desired skills:
? Environmental auditing for industrial processes and waste streams;
? Policy and institutional frameworks for industrial pollution control and management financing, public/private partnerships in wastewater and solid waste management;
? Economic analysis for public/private provision of environmental services
? Operation, maintenance, and management of waste water treatment and industrial waste management facilities.
