The Japanese financiers of the Sondu Miriu power project have approved its 
implementation.
This means that Sh5.8 billion for the second phase of the project could be 
released soon.
Senior Japanese government officials and financiers who toured the site in 
Nyakach said they were happy that the local community supported the 
completion of the project.
The delegation on the two-day tour included a director of the Japanese 
Ministry of Foreign Affairs and officials from the Japanese Bank for 
International Cooperation.
They held talks with local residents and non-governmental organisations 
previously opposed to the project.
The coalition of NGOs has said it supports the project as the government 
has promised to address their concerns.
Briefing the press at the Ministry of Energy headquarters at Nyayo House 
yesterday, Mr Kitano Mitsuru, the director of Loan Aid Division, said local 
residents had "overwhelmingly" endorsed the completion of the project.
He was instructed by his government to make a thorough study of the project 
due to opposition to it from both Japan and Kenyan NGOs.
"We have interviewed the local community and there is overwhelming support 
for the project," he observed.
The findings will be presented to the Japanese government and a decision to 
resume funding is expected to be made soon. However, Mr Kitano would not 
say when the funds could be expected.
The Sh12-billion hydro electric power project in Nyakach constituency was 
expected to be completed in 2003, adding 60 megawatts to the national grid.
The Japanese government withheld the Sh5.8 billion for the second phase 
after lobbyists raised concern over environmental and compensation issues.
Japanese Ambassador Morihisa Aoki said assurance from local people and NGOs 
that they were not opposed to the completion of the project would speed up 
the release of the funds.
Energy Minister Raila Odinga said he was confident that the project would 
be completed soon and appealed to the Japanese government to release the funds.
The Japanese government will build more schools, dispensaries and fund jua 
kali activities after the project is completed, the minister added.
