This is a bit old, but interesting that the project authorities 
didn't plan properly for resettlement (this is a DWAF project).

Resettlement adds R86m to dam's cost

MBABANE A hefty R86m has been added to the price tag of Swaziland's 
largest public works project, the Maguga Dam, with the addition of 
resettlement fees for affected communities.
The Swaziland Komati Project Enterprise has released its 
environmental impact assessment, which examined the ecological effect 
on the mountainous, northern Hhohho region of the dam, which will 
create an immense artificial lake out of the Komati River as it 
enters Swaziland from SA.
Estimated to cost R343,5m in 1998, when work started after the 
signing of the Komati Basin Accord by SA and Swaziland, the dam will 
provide hydroelectricity and a measure of energy self-sufficiency for 
a country that imports 70% of its electricity from SA, as well as 
irrigation for the surrounding forestry industry and downstream 
agricultural schemes.
The project is scheduled for completion this year.
Most of the resettlement costs will go to replacement of homes and 
schools, with the largest share of funds, R33,7m, earmarked for 
infrastructure where transplanted families will continue as 
small-scale farmers and herders.
However, a small fund of R257000 is set aside for small enterprises 
to provide employment alternatives to peasant farming for residents 
resettled on Swazi national land.
Less than R200000 has been budgeted for what the environmental impact 
assessment refers to as biological monitoring of plants, and an 
education programme. The idea was to stop people chopping down rare 
trees to use as firewood at their new homes, and for the cultivation 
of some species for commercial use, one of the report's authors said.
