ISLAMABAD : While shelving Wapda's proposal to raise Mangla dam's height by
40 feet, the federal government is considering the construction of
alternative three small dams in Azad Jammu & Kashmir for water storage,
official sources told Business Recorder here on Friday. They said that the
government has directed Wapda chairman Lieutenant General Zulfiqar Ali Khan
to provide the details of the three small dams to the Chief Executive's
office by June 30. However, the date of presentation to the CE would be
communicated to Wapda chief later, they added.

The federal government is reluctant to pursue the proposal of raising of
Mangla dam height due to serious differences among Wapda, AJK government and
Minister for Kashmir Affairs Abbas Sarfaraz Khan, sources said. The
government was advised that when there was no surplus water even to fill the
present capacity of Mangla dam, a new chapter of controversy between AJK
government and the federal government was waste of time. According to
sources, Azad Kashmir government has told the Pakistan government that it
could not afford any politically motivated agitation at this stage when
general elections in the state are in the offing.

Abbas Sarfaraz, being a key opponent of raising the dam's height, had taken
up the issue in the federal Cabinet, where all concerned officials were
directed to refrain from making any statement over the issue, sources said.

Taking strong exception to statements of Wapda Chairman and Chief
Engineering Adviser Riaz Ahmed Khan, the Minister for Kashmir Affairs had
asked the concerned quarters to take necessary measures for restraint.
Sources added that another objection raised by the Kashmir government was
that the previous affectees of Mangla dam are still to be compensated. In
addition, Kashmiris in UK were also planning to stage protest rallies, which
forced the government to backtrack.
