ISLAMABAD: The Asian Development Bank has hinted at reviving, possibly
during next week, the suspended $100 million loan for flood protection
projects in Pakistan, a senior ADB official told The News. "The loan,
offered to Islamabad in 1997, was suspended last month by the ADB because of
unnecessary delays in its implementation. Islamabad was threatened that the
loan might be cancelled if the conditions were not immediately met."

Mashooq Ali Shah, ADB's Permanent Resident Mission in Islamabad said on
Tuesday the revival of suspended loan was expected in a week or so. "May be
during early next week," Shah said, adding that the government of Pakistan
had taken certain measures towards the smooth implementation of the projects
under the loan. "Right now we are working on the future course of action for
the purpose of avoiding unnecessary hiccups in the implementation of the
projects under the loan," the ADB representative explained.

The ADB notified on May 11, 2001 the suspension of the loan called 'second
flood protection project' and gave June 10, 2001 as the deadline to the
government of Pakistan for setting the things right for the project
otherwise, it had warned, the loan would be cancelled. The ADB voiced its
serious concerns and disappointment about the pace of implementation of this
years old loan and particularly criticized the delay over the appointment of
consultants and engagement of non-governmental Organisation for the flood
control related projects.

Shah said that the appointment of consultants and the engagement of NGOs,
which was put on hold for quite some time, was now being processed. "The
things have now started moving in the right direction," he said, adding that
certain actions recently taken by the government had made the revival of the
suspended loan possible.

The ADB local chief said that the bank would try to work jointly with the
government of Pakistan to make all its projects operational and for their
successful completion. He argued that the bank would never be interested
that any loan be suspended or cancelled. It may be mentioned here that major
part of the suspended loan amounting to $ 91.5 million is still unutilized.
The federal flood commission, which was the implementing agency, failed to
implement any significant project under the said loan. Of and on the ADB
conveyed its serious concerns over the pace and quality of implementation of
the projects financed by the bank in Pakistan. Because of these concerns the
ADB had already cancelled loans in 44 cases worth $ 667 million
