Por favor hagan circular este mail: Porque ISO no debería convertirse en la
organización que fija las normas para los servicios de agua.
En Mayo de este año, un organismo gubernamental Frances, AFNOR, propuso que
la regulación del agua fuera realizada bajo la supervición del la
Organización Internacional de Normas (ISO-Internacional Organization for
Standards). La propuesta, si fuese adoptada, llevaría a que haya más control
sobre el suministro del servicio público de agua potable por parte de las
corporaciones globales. Acelerando de esta manera el control monopolio
privado sobre el agua de origen público sólo haría que las todo este tema
empeore.
Los resultados de la privatización, sea donde sea que haya tenido lugar, ha
sido desastrosa. Además de una disminución general en la calidad del agua,
en muchas instancias ha habido subas sin precedente en los precios (tanto
como el 400% en algunos casos como Filipinas), disturbios por el agua en
Bolivia, protestas en Ghana y epidemias de cólera y muertes relacionadas con
esto mismo en Sud Africa.
La propuesta Francesa para ISO parece motivada más por las necesidades de
las Compañías Francesas de Agua que una preocupación por la amenazadora
crisis mundial del agua.
El ritmo de la propuesta actual para globalizar y privatizar la fijación de
normas en el agua es llamativa. La propuesta está ahora circulando entre los
miembros de organizaciones de más de 120 países para sus comentarios. Luego
de agosto, la ISO iniciará los procedimientos formales para fijar las
normas. Por otro lado, si los socios de los países acceden, los servicios
del agua probablemente serán incluidos como uno de los temas de la agenda
para las discusiones del GATS (AGCS-Acuerdo General sobre el Comercio de
Servicios)en el Encuentro Ministerial de la Organización Mundial de
Comercio, que se llevará a cabo en Qatar en Noviembre. Será realmente útil
que las normativas ISO que fijan procedimientos, estén bien encaminadas para
suavizar la inclusión de los servicios del agua en el GATS.
Debido a que ISO es una de las tres organizaciones que fijan normas
reconocida por la Organización Mundial de Comercio (WTO), sus normas han
sido una elección jurisdiccional durante los últimos diez años para las
corporaciones multinacionales norteamericanas que tratan de debilitar o
embarrar las regulaciones ambientales y del gobierno.
Por estas razones es muy importante que no se permita que ISO se convierta
en la organización que fije las normas de los servicios del agua para
asegurar que la crisis actual no empeore.
Estaremos circulando muy pronto una acción de alerta para los Estados
Unidos. Espero que usted pueda iniciar acciones similares en su país para
asegurar que no se permita que ISO se convierta en la organización que fija
normas para los servicios de agua. Por favor circule este artículo con la
mayor amplitud posible.
