Sindh Needs Kalabagh Dam more than Punjab
RECORDER REPORT
.......MULTAN : Pakistan Engineers Forum (PEF) was unanimous that Kalabagh
dam should be constructed at top-priority basis because it was more a need
of Sindh than Punjab or any other area.
.......At a seminar on 'Water Crisis and National Strategies' organised by
PEF here on Tuesday night, which was chaired by Zia Shahid, Chief Editor,
Urdu daily 'Khabrain', Chairman of Indus River System Authority (Irsa), Mian
Hafeezullah, said that Hindu-sponsored elements poisoned the Sindhi people
against this project of Kalabagh dam while it was equally necessary for all.
He said that small dams or reservoirs were not a substitute of this gigantic
project.
.......He said that at least 750 mini-dams would have to be constructed to
meet the requirement of irrigation water but these could not generate
electricity. He said that at least six years' period was required for
preparation of feasibility report of Bhasha dam.
.......Irsa chairman said that subsoil water in Punjab is sweet and other
means of irrigation water are available in Punjab while Sindh entirely
depends on river water because its subsoil water is brackish. He said that
the previous governments had wasted a huge amount of Rs 3 billion on the
rehabilitation of water system during the past 17 years but no positive
result could emerge. Similarly, Rs 1200 million was spent on the lining of
small canals and it was mere spending/utilisation of World Bank aid.
.......The Irsa chairman further said that a scheme to cultivate 460,000
acres land in Cholistan was finalised during Benazir era but it was not
executed, otherwise Cholistan desert might have bloomed.
.......PEF Sindh unit president Gulzar Ahmad Mangi said that water dispute
among the provinces had deepened because some elements had development
misunderstandings. He stressed the need for ending such misunderstandings.
.......Professor Dr Abdul Sattar of Engineering University Lahore said that
water should be preserved by metalling the canals and water outlets. He
stressed the need for bringing maximum area under plough to meet the food
requirements of growing population. He said that entire world was facing
water crisis and it was not merely a problem of Pakistan, and engineers
should come forward to find its solution.
.......Mumtaz Ahmad Khan of Irrigation Department said that "we are wasting
42 million acre-feet water per annum which is falling into the ocean".
.......President of Pakistan Engineering Forum said that electricity tariff
had increase to Rs 6 per unit as a result of agreements with the IPPs. He
said that Pakistan-like developing country cannot afford such costly
electricity.
.......Zia Shahid stressed the need for developing consensus on the issue of
Kalabagh dam by organising seminars at divisional level. He said that 312
dams in China, 135 in Turkey, 34 in India, 80 in Iran and 132 in Spain were
built. He said that "we would have listened to Sindhi people before
executing the project of Kalabagh dam". He said a dam can be constructed in
Sindh if any suitable place is available. Earlier, Sadiq Khan Khakwani,
president of Kissan Board Pakistan, Syed Mansoob Ali and Saeed also spoke.
