Background to the International Conference on Fresh Water, Bonn 2001,
Information on Conference documents, Multi-Stakeholder Dialogue,
Participation, and submission to the Conference.

Background to the Conference
The Government of the Federal Republic of Germany is to host the
International Conference on Freshwater as announced at the 6th meeting of
the UN Commission on Sustainable Development. The Conference will take
place from 3 - 7 December 2001, in Bonn, Germany. 

Conference Documents
For all the Sub-themes of the Conference outstanding International Experts
prepare background papers, building the basis of discussion in the
Conference. The background papers shall build on the existing wealth of
debate such as the deliberations of recent conferences and meetings. 

Innovative Strategies for Water and Sanitation for the Poor - Access and
Affordability Mr. Appleton and Mr. Chatterjee, Consultants for the Water
Supply and Sanitation Collaborative Council
  
Protecting Water Resources: Pollution Prevention (Industry, Agriculture,
Human Settlements), Ecosystems Mr. Kraemer, Director of Ecologic, the
independent non-for-profit Centre for International & European
Environmental Research
  
Competing Water Uses: Water for Food / Agriculture and Water for Nature 
Mr. Rijsberman, Director General International Water Management Institute
  
Transboundary Water Issues: Lessons Learned Mr. Wolf, Assistant Prof. of
Geography, Oregon State University
  
Floods and Droughts: Prevention and Management Mrs. Budhakooncharoen, Chief
of Water Resources Engineering Section, Mahanakorn University of Technology 

Drafts of the thematic background papers will be published prior to May 31
via internet. In a virtual discussion forum, views and perceptions on the
themes can be exchanged. The experts consider the discussion going on in
the internet-forum. With this procedure, it is intended to involve
different Stakeholders in the preparatory process. 

Multi-Stakeholder Dialogue
The Multi-Stakeholder Dialogue (MSD) is a process of bringing together all
major Stakeholders in a way, leading to decisions on a particular issue.
Based on democratic principles of transparency and participation, the aim
of a MSD is to build consensus on topics between Stakeholders and to
develop partnerships and strengthened networks between them. 

Multi-Stakeholder processes are an important tool of sustainable
development. In 1999 the UN Secretary General Kofi Annan said in a speech
to the World Economic Forum:

"The United Nations once dealt only with governments. By now we know that
peace and prosperity cannot be achieved without partners involving
governments, international organisations, the business community and civil
society. In today's world, we depend on each other."

Agenda 21 outlines the role and responsibilities of Stakeholder Groups and
stresses their involvement in decision-making processes as being crucial
for successful implementation of sustainable development.

Internationally, Multi-Stakeholder discussions occupy already a common
place at the UN Commission on Sustainable Development (CSD), where there
are well prepared Multi-Stakeholder Dialogues each year on different
topics. They have also initiated ongoing Multi-Stakeholder processes. 

Over the last few years, Multi-Stakeholder processes have started to
generate considerable interest in other fora outside the Rio / CSD process,
around intergovernmental bodies and at national levels. For example, with
the Global Compact initiative, the UN Secretary General has embarked on
developing a particular approach to partnerships with stakeholders; the
OECD as well as individual companies have undertaken activities and
organised events providing platforms for Multi-Stakeholder Dialogues on
contentious issues in the area of biotechnology and health care;
discussions on Stakeholder involvement around the UN, UNEP, the World Bank,
the IMF, the WTO abound in recent years as part of efforts towards
institutional reform. Other examples include the World Commission on Dams;
the Mining Initiative of the WBCSD and IIED; the Global Reporting
Initiative, etc. 

Participation
Participants in the conference are representatives of National Governments,
international organisations, and Non Governmental Organisations (NGO).
There will be an accreditation process for NGOs. Registration will start in
August 2001. 

Steering Committee: the International Steering Committee was set up to
advise the conveners in all organisational and substance-related matters
during Conference preparation. The Steering Committee consists of
representatives of Governments, international organisations and
Non-Governmental Organisations, and ensures that views and experiences of
all stakeholders can be considered during the preparation phase. Proposals
and inputs for the Conference can be delivered through members of the
Steering Committee. The first meeting of the Steering Committee took place
in Hanover on 10/11 October 2000. Two further meetings are envisaged for
2001. A list of the members is available on the Internet.

Multi-Stakeholder Dialogue (MSD): During the first and/or second day of the
Conference, Dialogue sessions will provide stakeholder groups with a link
to representatives of governments and international organisations. An
Advisory Committee - consisting of representatives of Major Stakeholder
Groups - will select themes for the MSD. In a regional, decentralized
preparation process the themes will be discussed by each stakeholder group;
the out-comes of these discussions will be integrated into the MSD. The MSD
is organised by UNED Forum (dmorley@earthsummit2002.org). 

Drafting Conference Papers: Issue papers will be prepared for all
sub-themes and cross-cutting issues. Drafts of the Issue papers are
prepared by experts for public discussion, which will be conducted through
a variety of electronic media: mailing lists will be organised to
facilitate the exchange of views. On the Conference homepage, individuals,
groups and organisations can participate in Thematic Forums, which will be
guided by a 'virtual' moderator. 

Side Events: The Conference organisers will provide space for side events.
Exhibitions related to the conference theme may be organised in the lobby
of the venue. They should have a focus on implementation and good
practices. Logistics will be provided by the organisers. Registration of
side events will start from April 15 until September 15. The organisers
select proposals prior to October 01. Registration of exhibitions will
start from June 01 until July 31. Proposals will be selected until
September 01. 

Submissions: Outcomes of regional activities (conferences, workshops etc.)
with a thematic link to the conference themes may also be submitted to the
Secretariat. These activities are essential inputs into the Conference.
They will be published on the Internet. 

Submissions to the Conference
The Conference Organisers encourage organisations and individuals engaged
in the water sector and sustainable development to submit papers to the
conference. Papers will be published on the Internet and considered in the
preparational process
