The American Water Works Association is releasing the book, "Shape of Things to
Come:  America's Water and Wastewater Industries - Competition and
Privatization."  They have a Web site:  http://www.awwa.org/ 
I received a hard copy summary which I scanned to a JPEG. If anyone wants me to
email it to them please contact me directly rather than via this list serve so
as to reduce traffic.  The JPEG is the most convenient way to get a summary on
the various forms the book says it covers and I believe my computer is virus
free.  Seems worthwhile examining. Apologies for cross-posting.  Take care,
