PESHAWAR, Aug 14: President Gen Pervez Musharraf will perform the groundbreaking ceremony of the mega multipurpose Gomal Zam Dam on Wednesday, government officials said. 

Located at Khajori Kach - an 80ft-wide narrow gorge on Gomal River in the federally administered South Waziristan tribal territory, about 100km to the west of Dera Ismail Khan, the Gomal Zam Dam is a multipurpose irrigation, power generation and flood control project. It will bring 1,63,086 acres, in Tank and Dera Ismail Khan districts, under cultivation besides generating 17.4 megawatt of electricity. It will cost Rs12.829 billion and will take six years to complete. The life of the dam has been estimated at 50 years. 

Conceived by the British, who had identified the site in 1880, the Government of Pakistan approved the project in 1963 after a Yugoslav consulting firm, Energo Project carried out its feasibility. The detailed engineering design of the project was prepared by Coyne-et-Bellier upon reactivation of the project in 1983 which had to be re-processed for various reasons, and finally an agreement was executed with French Consultants M/s ISL. 

The project, however, could not take-off for want of resources until it was conceptually approved by the Central Development Working Party (CDWP) on August 2 for onward submission to Ecnec for authorization. The federal government has allocated Rs900 million for the project in its budget for 2000-2001. 

Under the agreed implementation arrangement, the dam, power house and barrage are to be constructed by the Water and Power Development Authority (WAPDA), while the irrigation and drainage network is to be executed by the irrigation department, NWFP. 

Government officials disclosed that the Mehsud and Wazir tribes had offered the entire land to fall under the reservoir in South Waziristan Agency free of cost for the larger good of the people, though they did not benefit from the project. These officials rejected reports that the planning commission had raised a number of objections against the project. Officials said that the objections raised by the planning commission were cleared and later overruled by the CDWP, which was the competent forum, and President Musharraf had already granted conceptual approval of the project. 

They said that the provincial government in line with the approval of the project had nominated Land Acquisition Collec tor, Pirzada Khan Wazir for the districts of Tank and Dera Ismail Khan. The land acquisition, they said, would begin after Ecnec's formal approval. The land revenue department, they said, had been asked for tentative rates of the land to be bought for the project while a senior member Board of Revenue had been requested to freeze land transaction in the area through a notification to avoid undue fluctuation in the rate by speculators and fortune-seekers. 

The officials said that sedimentation analysis of the dam had been done with the help of 37 years of data instead of the 10 years analysis required for normal designs. They said that check dams at Wana Toi and Zhob would reduce sediment flowing into the dam while afforestation in the catchment area and low level sluicing would also help in reduction of sedimentation caused by floods. They said that the feasibility study had taken into account the resettlement and environmental aspects of the dam as well and it had been established that the ecological affect of the dam was almost negligible. "The reservoir area is devoid of any habitation", said one official closely associated with the project. He said that international tenders for the turnkey project had already been floated while the Frontier Works Organization (FWO) had been entrusted with the preliminary construction work. "Construction work would commence immediately," he said. 

The president will also inaugurate the stage III of Chashma Right Bank Canal worth Rs17 billion. The total command area consists of 3,73,700 acres which includes 1,37,700 acres in the NWFP and 2,36000 acres in Punjab. The total length of the canal is 94 miles of which 64 miles are in Punjab.
