Briefing note: Caucus group sessions in the GWP Consulting Partners
meeting, Stockholm, August 17, 2001

Layout of sessions
A total of eight caucus groups is planned during the Consulting Partners
Meeting.

The first four groups (a) to (d) will take place on the morning of August
17, from 09-30 -10.15 and 11.00 till 12.30:
(a) Country water partnerships
(b) Dialogue on effective water governance
(c) Dialogue on food, water and environment
(d) Groundwater management

A second set of caucus groups will take place in the afternoon of August
17, from 13.30 till 14.45 and 15.30 till 16.30: 
(e) GWP secretariat as intergovernmental organisation / GWP membership
(f) Water and poverty
(g) Ecosystems and IWRM
(h) IWRM toolbox

All caucus groups will meet in the Pillar Hall in Norra Latin.

Objective of the Caucus Groups
The goal of the caucus groups is to explore how GWP members and other GWP
entities (regions, APs, etc) can work together to develop mechanisms to
support countries in implementing Integrated Water Resources Management. To
obtain this objective progress and planning on a number of identified
strategic issues will be presented and discussed, and pathways for taking
the next steps forward will be agreed.

Structure of Discussions
Each working group will have a total of around 2 hours for discussion. 

We expect each of the four groups to consist of 20 - 40 people. To ensure
broad representation in each discussion group, all participants will be
requested to mix as much as possible with people from other sectors,
regions, and disciplines.

Each working group will have an appointed chair and each will appoint its
own rapporteur.

The structure of the discussion will vary from group to group (see annexed
notes for each group). It is, however, recommended to limited total time of
speakers to 20 to 30 minutes in order to leave enough time for group
discussions. Each group should spend around 10-15 minutes towards the end
of each session to identify and have consensus on the key points to be
reported in plenary.

Each rapporteur will have 5 minutes to report back to plenary. The morning
session rapporteurs will report back in the afternoon plenary at the end of
August 17, the afternoon rapporteurs will report back in the morning
plenary of August 18.
