Water rate hike will force poor 
to tap illegal sources, says KMU

THE IMPENDING increase in water rates would force urban poor families to turn to
illegal water sources, militants warned. 

Kilusang Mayo Uno chair Sammy Malunes last week said the decision of the
Metropolitan Waterworks and Sewerage System to grant the petition of Maynilad
Water for an increase of 4.21 centavos per cubic meter would only add to the
burden of poor people, “especially workers whose demand for a wage increase has
fallen on calloused ears.” 

“Instead of easing the peoples’ lives by ensuring affordable and quality
services to the poor, the government contributes to the impoverishment of
thousands of consumers, especially workers and urban poor people who earn too
little to even afford paying their water and electricity bills,” Malunes said.
“Residents of urban poor communities are forced to turn to illegal water and
electricity connections.” 

Malunes said the KMU had warned years ago that the privatization of the MWSS and
the liberalization of the water industry would not result in cheaper, accessible
and quality-assured water supply for the public. 

Malunes said the Lopez-owned Maynilad Water, which services Metro Manila’s west
zone, was not authorized to pass on to the consumers their increasing
operational losses. 

“If they want to recoup their losses, it should not be at the expense of the
consumers,” Malunes said. “With the impending increase in water rates, Maynilad
will not only recover its losses but will be able to acquire more profits while
the people bleed due to the expensive water rates.” 

In Antipolo City, residents on Sunday criticized Manila Water Company Inc.. for
its petition to increase its rates. They said the Ayala-owned utility, which
services the east zone, has failed to fully serve its franchise area. 

Ely Kasilag, spokesperson of the United Homeowners Association of Antipolo
(A-Homes), said it had been almost seven years since Manila Water was awarded
the right to supply water to the eastern part of Metro Manila, but it had yet to
bring water to the homes of Antipolo residents. 

“Manila Water is a utility company that has to deliver a basic service,” Kasilag
said. “It should do this first before it asks for a rate hike.” 

The MWSS earlier promised to grant tariff adjustments to Manila Water, just as
it did to Maynilad Water. 

Manila Water is asking for an increase of P1.06 per cubic meter. 

“It has been almost seven years since the MWSS privatization,” Kasilag said.
“Still, not a single drop of water has flowed from our taps.” 

Kasilag earlier claimed Manila Water had asked 160,000 pesos from each
subdivision for the interconnection of its water service. But he added this did
not mean
water would flow in the households, as the service would be good only from the
road line to the water meter by the subdivision gate. 

Manila Water reportedly promised to do the interconnection work, but not before
2010.
