GOVERNMENT TO FILE LAWSUIT AGAINST RALCO ATTACKERS

Victor Shuffeneger, regional secretary for southern Region VIII, has
announced that the government would file a lawsuit against those found
guilty of the violent incidents in the Alto Bio Bio region, where the Ralco
dam is under construction. Six masked individuals set an Endesa company
truck on fire and also destroyed some of the business' machinery on
Saturday. Shuffeneger said he hoped the culprits will be promptly
identified, and he didn't rule out that extremist indigenous activists were
behind the attacks. Endesa company executives denounced the acts saying they
not only caused material damages, but distressed people living in the area
as well as company workers. The Endesa electricity company - a subsidiary of
the Spanish company of the same name - is responsible for constructing and
operating the Ralco dam, which is the second of six different dams proposed
for the Bio- Bio River. The company stated in a press release that violence
didn't contribute to the peaceful coexistence between Endesa, the area's
inhabitants and the Pehuenche indigenous communities. The total cost of the
Ralco project is estimated at US$540 million. It has been strongly opposed
by members of the area's Pehuenche community as well as by Chilean and
international environmental groups. Some local Mapuches have refused to
abandon their ancestral lands and accept Endesa's plans to resettle them in
an area high in the Andes, where winters are particularly severe. Interior
Undersecretary Jorge Correa Sutil said police officers were already working
on the case, which caused losses of US$432,000. Pehuenche families who have
already been relocated to the El Huachi and El Barco areas have publicly
denounced Endesa's failure to honor its commitments to them in exchange for
their land. They complain about the miserable state of their livestock, the
lack of technical assistance, a shortage of firewood and lack of medical
assistance.
