Power and Steel Minister, Segun Agagu on Monday, criticised moves to
establish a Hydro-electric Power Producing Areas Development Commission
(HYPPADEC) aimed at compelling NEPA to pay derivation fund to areas hosting
hydro-power stations.
Niger and Kwara, hosts to the three hydro-electric power stations at
Shiroro, Jebba and Kainji, have been agitating for a commission that will
enable them earn some revenue from NEPA on account of the location of the
stations in the states.
The three dams have a combined capacity for 2,060 mw. The states, through
their representatives in the national assembly, are insisting on 30 percent
of the proceeds from NEPA's operations.
But Agagu, in a presentation at an interactive session with the joint
National Assembly committee on the HYPPADEC bill, described the demand as
"unrealistic and unsustai-nable", as the authority's operations were
"heavily subsidised."
"Currently, it costs NEPA about N11.95 to generate one unit of electricity
which is in turn sold for an average of N3.32 per unit," he explained,
stressing that "it costs the government N130 billion a year to run NEPA
against an estimated revenue of only N25 billion."
He argued that the federal government spent N105 billion per annum to
subsidize power generation, and any payment from either NEPA or the federal
government on account of NEPA's operations would mean a further subsidy
from government.
Agagu, faulted the agitators' insistence that they enjoy benefits akin to
those enjoyed by the oil commu-nities via the Niger Delta Development
Commission, arguing that "oil industries generate huge profits even after
paying royalties and taxes to government."
"The oil companies and indeed government are in a position to offer special
subvention to the oil producing states from the huge surpluses derived from
oil production," Agagu maintained, pointing out that the reverse was the
case with power generation.
The minister claimed that no oil company had done for its host community
"even half" of what NEPA had done and continued to do for their host
communities, but promised that NEPA would pass on part of any surplus to
the host communities if the utility business ever became profitable.
