Cree may get $3.5 billion in deal with Quebec
Last Updated: Tue Oct 23 18:11:19 2001

QUEBEC CITY - The Quebec government and northern Cree signed a
sweeping new agreement Tuesday to ease long-term feuding and increase
northern economic development.

Quebec Premier Bernard Landry and Grand Chief Ted Moses signed the
multi-billion dollar agreement in principle during a ceremony at the
Quebec legislature.

The agreement will cover forestry, mining and hydro-electric projects
in the north, including the controversial $4 billion Eastmain
project, known as James Bay 2.

It would create thousands of jobs, but require diverting the Rupert
River, the largest river in the north.

In exchange for signing the agreement, the government promised the
Cree at least $3.5 billion over a 50-year period.

They will also receive a greater say in how forestry and hydro
resources on their land are developed.

For their part, the Cree have agreed to drop $3.6 billion worth of
lawsuits against the government.

The agreement is still in principle, and must be agreed on by
Quebec's 1,500 Cree.

Landry and Moses hope it is finalized by December.
