A panel of church leaders is calling on Ottawa to resolve, what it says, is
a moral and ecological catastrophe in northern Manitoba. The panel is
releasing a set of recommendations today in Winnipeg. The release comes two
years after the panel conducted an inquiry into hydroelectric development in
the province. It says Manitoba Hydro, the province and the federal
government all share responsibility for neglecting decades of environmental
and social damage caused by the flooding of vast areas of Cree lands. But,
the inquiry commissioners say Ottawa must take the lead. Curt Petrovich
reports.

Curt Petrovich, Reporter:
Twenty-five years ago, five Cree Nations signed the Northern Flood
Agreement, the NFA, believing in its promise that it would provide fair and
equitable compensation for the damages caused by hydro dams that generates
most of Manitoba's electricity. Ottawa, Manitoba Hydro and the province have
paid millions of dollars to help cleanup eroded shorelines, ruined waterways
and to restore fishing areas. But, it's been an adversarial process
requiring bands to prove their claims. Stan McKay is a former moderator of
the United Church of Canada. His inquiry heard testimony that, for years,
Indian Affairs secretly clawed back compensation money by under-funding the
bands.

Stan McKay, Heading Inquiry:
That kind of practise, to me, is not only counterproductive, I think there's
a lack of ethical behaviour in terms of the spirit of the NFA.

Petrovich: 
The inquiry recommendations call for an audit of the alleged under-funding
and full restitution. A host of other recommendations address the
overwhelming unemployment, health and social problems plaguing the
communities. Indian Affairs Minister, Robert Nault, won't comment on the
inquiry until he's read the report. But, Manitoba's minister for northern
and native affairs will. Eric Robinson grew up in several of the
flood-affected First Nations. He points out that two of them have recently
signed agreements to welcome new dams in their traditional territory.

Eric Robinson, Aboriginal and Northern Affairs Minister:
I mean, we can't blame Hydro for everything. I'm not being a Hydro apologist
here for, you know, for a moment. But, I believe that there are certain
things that we have not addressed, including the residential school
experience.

Petrovich: 
Robinson suggests that church leaders who are keen to criticize the
governments and Hydro for problems facing native people, should look at the
role they played in running the residential schools. Curt Petrovich, CBC
