Feds blamed for delay in settling Hydro claims

A former Manitoba Hydro board member says Ottawa is an impediment to
settling a dispute with Cross Lake Cree that has been dragging on for
decades. 

"The federal government has not carried their responsibility," Rev. Stan
McKay said. "If all three signatories (of the Northern Flood Agreement) were
at the table together with the Pimicikamak Cree Nation, some progress could
be made." 

Manitoba Hydro and the Manitoba government -- the agreement's other
signatories -- have been more responsive to the grievances of Cross Lake
Cree since the election of the Doer government, the Cree man said. 

The former moderator of the United Church of Canada was one of three
aboriginal members appointed to Manitoba Hydro's board by the NDP
government. He served for 18 months before resigning last month so he could
speak out yesterday at the release of a church inquiry report on northern
hydro development. McKay was one of four commissioners who wrote Let Justice
Flow, which calls on Ottawa to compensate PCN for hundreds of millions of
dollars in alleged underfunding from at least 1977 to 1983. 

Indian and Northern Affairs Canada disputes the claim, which is based on a
1985 report by deputy prime minister Eric Nielsen, but the department did
not appear before the inquiry in 1999 to explain its position. 

PCN lawyer Colin Gillespie agreed that department officials have been
"dragging their feet in every imaginable way." 

But an INAC spokesman said a meeting yesterday with PCN reflects an ongoing
commitment to settle outstanding issues "once and for all." 

The church report calls for new hydro development to be put on hold until
PCN's outstanding claims are resolved. However, McKay said he does not
believe a moratorium on new dams is necessary given Manitoba Hydro's new
approach to working in partnership with affected first nations. 

Cree from Split Lake attending the report's release yesterday said they want
to see a new dam built near their community. The Gull project could be
generating electricity by 2012. 
"We cannot dwell on the past," Victor Spence said. "We are moving on,
reflecting the current era of change in Manitoba Hydro's way of thinking." 

Betsy Kennedy of the nearby War Lake First Nation said Manitoba Hydro is
helping train young people for jobs.
