===============================================================================
At the second meeting of Peoples' Global Action - Ottawa, agreement was
reached to undertake local actions to confront global capital when the
Group of 8 (G-8) meets in Koln, Germany on June 18, 1999.

Peoples' popular movements all around the world are participating in
locally organized actions in an effort to demonstrate global resistance to
the pro-capital, anti-people trade liberalization agenda which the G-8
meeting represents.

At the April 6th meeting of PGA-Ottawa, we agreed to begin work on actions
which are representative of the various ways by which we are all injured as
global capital takes from us all. We hope to focus action against global
capital's program of environmental degradation, war and the accumulation of
wealth in the hands of a few.

We are committed to planning a range of actions which introduce various
levels of risk for participants. Our confrontations with capital will be
peaceful and non-violent, however some may plan to increase the risk of
arrest through their action. The choice of action (and level of risk) will
be left to each participant, and their choice will be respected.

As we build this action, we will be organizing training sessions for
participating in non-violent direct action.

The June 18 action in Ottawa is an effort to build for further action in
the fall. In November, trade representatives from almost all the countries
of the Americas will come to Ottawa to continue building the Free Trade
Area of the Americas (FTAA) - an effort to extend and deepen the
pro-capital trade regime established through the North American Free Trade
Agreement. PGA-Ottawa is planning to demonstrate our resistance to global
capital at this trade meeting.

Join local activists committed to resisting trade liberalization at the
next meeting of PGA-Ottawa.
